TikTok GMV Max: How It Works, ROI Targets and What You Control

TL;DR

  • GMV Max has two types: Product GMV Max picks products, creatives and placements; LIVE GMV Max drives traffic to a chosen account's LIVE room.
  • Promoting all products in Product GMV Max turns off every VSA and PSA ad across all ad accounts; selecting specific products turns off only theirs.
  • Target ROI spends only when the ROI target is met; Max delivery spends the full budget and lets ROI fluctuate.
  • Thailand is a supported market for both types in TikTok's Ads Manager guides (Product updated June 2026, LIVE updated March 2026).
  • ROI protection, live from 25 February 2026, may issue ad credits when ROI falls below 90% of the daily target with more than 20 orders that day.

GMV Max is TikTok's automated ad campaign for TikTok Shop sellers: the system picks the products, creatives and placements itself and optimises for the shop's total ROI. The seller mainly sets which products to promote, an ROI target, a daily budget and a start date, while audiences, bids and switching individual ads on or off are left to the system.

This article explains what GMV Max is on TikTok, how it differs from Shopee's feature with the same name, the two campaign types, how to set one up, what you can and cannot control, and how to measure it. All mechanics come from the TikTok Ads help center and the TikTok for Business blog, checked in October 2026. Where TikTok's documentation does not state a detail, the article says so.

What GMV Max on TikTok is, and how it differs from Shopee GMV Max

The TikTok Ads help center defines GMV Max as an automated campaign type that optimises for total channel ROI for your TikTok Shop. "Total channel" matters, because the system uses signals from both organic and paid traffic, not only paid clicks. It builds ads from all available creatives, pauses ads that underperform, selects the best-performing creatives and adjusts audiences on its own.

GMV stands for Gross Merchandise Value, the total value of goods sold. The name states the goal: push total sales as high as possible within the ROI target the seller sets.

According to the "About Product GMV Max" help page, GMV Max uses all shoppable placements: the TikTok feed, search, the TikTok Shop Tab and TikTok Ad Network (formerly TikTok Pangle). Advertisers do not choose placements.

Shopee GMV Max is a separate product

Shopee also has an ad feature called GMV Max inside Shopee Ads, but it is an entirely different system. Shopee GMV Max runs on traffic inside the Shopee app and uses Shopee's accounts, budgets, settings and reports. TikTok GMV Max runs on TikTok's video, LIVE and search traffic and is managed in TikTok Ads Manager or TikTok Shop Seller Center. The two share a name and a broadly similar goal of automated sales growth, but they share no data, budget or measurement. ROI figures from the two platforms cannot be compared directly, because each counts ad-driven sales by its own rules. A shop selling on both should treat them as two campaigns with their own budgets and targets. For Shopee-specific advertising, see Shopee Ads management.

GMV Max is also not Google's Performance Max. The idea is similar, letting the system choose placements and creatives, but Performance Max runs across Google's networks, while GMV Max is tied to products in a TikTok Shop. A business without a TikTok Shop cannot use GMV Max.

Which TikTok Shop setups it covers: Product GMV Max and LIVE GMV Max

TikTok splits GMV Max into two types, set up separately and built for different jobs.

Product GMV Max

Product GMV Max lets the system choose the products, creatives and placements most likely to drive purchases. The seller can promote every product in the shop or pick specific items. Know the effect on existing campaigns before you click. According to TikTok's campaign creation guide, promoting all products turns off all Video Shopping Ads (VSA) and Product Shopping Ads (PSA) across all ad accounts. Promoting specific products turns off the VSA and PSA ads for those products across all ad accounts. A shop with VSA or PSA campaigns that still perform should record their numbers first so it has a baseline to compare against after the switch.

LIVE GMV Max

LIVE GMV Max drives traffic into a LIVE room and aims for the highest gross revenue from the stream. When creating it, you pick the LIVE identity, meaning the TikTok account that hosts the LIVE, then set a LIVE ROI target, a daily budget and a schedule. Any active LIVE Shopping Ads or LIVE GMV Max campaigns must be turned off first. The recommended LIVE budget is based on the account's past LIVE performance and can be changed after the campaign starts. Because the recommended budget is based on past LIVE performance, shops that go live regularly give the system more history to work from. For planning a regular streaming schedule, see live commerce.

Prerequisites

TikTok's guide lists what a seller needs before creating Product GMV Max:

  • The TikTok Shop connected to a Business Center
  • GMV Max authorization for that shop on the advertiser account, which you can check in Business Center or Seller Center
  • Admin or Advertising Manager permission for the shop
  • The products removed from any active VSA, PSA or GMV Max campaigns, or those campaigns closed

If an agency runs the account for the shop, it needs ad promotion access to the shop in Business Center, GMV Max authorization, and operator or admin access to the advertiser account. If the "Create GMV Max ads" button is disabled, the guide says to check whether those permissions are in place and whether the account is authorized.

Setting up Product GMV Max in TikTok Ads Manager

The order of steps in TikTok's help page (updated June 2026) is:

  1. Sign in to TikTok Ads Manager and click GMV Max at the top of the dashboard.
  2. Choose the TikTok Shop to promote. If the shop sits in several Business Centers, pick the one containing your advertiser and TikTok accounts, then click Next.
  3. Click Create GMV Max ads, then Promote products.
  4. Choose Promote all products, or click Add product to select specific items.
  5. Under Optimization goal, set an ROI target, either the recommended value or your own.
  6. Set a daily budget, either the recommended amount or your own.
  7. Choose a start date and time. The campaign then runs continuously.
  8. Click Publish.

The TikTok for Business blog adds that GMV Max can be created from either TikTok Ads Manager or Seller Center, and that there is no minimum number of creatives required to start a campaign.

How to set the ROI target

The ROI target is the most important decision in GMV Max, because it controls how fast the system spends. TikTok offers two optimisation modes.

Target ROI

Target ROI mode suits sellers who want a stable or predictable ROI, and TikTok recommends it as an always-on setup. The Max delivery help page explains that in this mode budget is spent only when the ROI target is met. So if the target is set too high, the campaign may spend very little, because the system cannot find enough orders that clear the bar. Set it too low and the system spends easily, but profit per order gets thinner.

Max delivery

Max delivery mode tries to spend the full budget and maximise gross revenue and delivery over the chosen period. It suits moments when sales volume matters more than ROI, such as a big sale day or clearing stock. TikTok warns that ROI fluctuates more in this mode, and that even at the same daily spend, ROI may not match what Target ROI mode would deliver. In LIVE GMV Max, the mode applies to the whole campaign. In Product GMV Max, it applies to individual products.

TikTok's best-practice page recommends the following:

  • For a new product or shop, start with Max delivery for 3-5 days and track ad spend, GMV and ROI, with a daily budget of at least 10 times the average order value (AOV).
  • If ROI falls short, add products or creatives, then lower the budget or switch back to Target ROI.
  • If ROI meets expectations after 5-7 days, either keep Max delivery and raise the budget by about 30% per day, or switch to Target ROI for steadier results.
  • For major promotions, set the Max delivery budget at 1 to 5 times your actual daily spend under Target ROI. Above 5 times, TikTok warns ROI may drop sharply and incremental GMV may fall short.

Working out an ROI target (illustrative numbers)

The TikTok documentation reviewed does not give a formula for choosing an ROI target, so this example is the seller's own arithmetic. Check it against how ROI is defined in your own Ads Manager account before using it. Say a shop sells a serum at 500 baht. Product cost, packaging, platform fees and affiliate commission add up to 300 baht, leaving 200 baht of profit per unit before advertising. If ROI is read as gross revenue divided by ad cost, break-even is 500 / 200 = 2.5: below an ROI of 2.5, every ad-driven order loses money. If the shop wants about 100 baht of profit per unit after ads, ad cost per unit cannot exceed 100 baht, so the ROI target should sit around 500 / 100 = 5. This is a starting point. The system's recommended value may be lower or higher; the seller should know their own break-even first and then decide whether to accept the recommendation.

A caution about changing targets often: the ROI protection feature (covered below) does not cover days when the ROI target in Product GMV Max is raised manually, or days with more than one decrease. Small adjustments followed by a wait are safer.

What you can and cannot control

GMV Max removes many settings advertisers are used to. What the seller still decides:

  • Which products to promote, the whole shop or selected items
  • The ROI target, daily budget and start date and time
  • Whether to use Max delivery for individual products in Product GMV Max
  • The TikTok account used for streaming in LIVE GMV Max
  • The video source, and excluding certain videos from paid traffic

The system decides audiences, placements, creating and pausing individual ads, and which creatives get more budget. A shop that used to split campaigns by age group or interest cannot do that in GMV Max.

Excluding creatives

The help page on bulk creative exclusion filters says you can exclude up to 200 videos from the paid traffic of a Product GMV Max campaign that uses autoselect video mode. There are three filter types, caption keywords, posting dates and affiliate handles, and they can be combined. Filters apply to authorized and affiliate posts, not to customized posts.

The limits matter. Excluded videos may still be distributed in organic traffic; to remove them completely you have to delete the video from the TikTok handle or remove the account from the affiliate collaboration. Excluding a video also turns off any Creative Boost using it, and TikTok warns that exclusions may hurt performance, because the system uses all available creatives to find sales. The tool is best used to remove problem videos, such as old prices, expired promotions or claims the brand has not approved, rather than to hand-pick favourites.

Where the creatives come from: affiliates and creators

The TikTok for Business blog explains that GMV Max pulls all available creatives into a single campaign: the shop's organic videos, paid ads and affiliate posts. TikTok's 'About GMV Max campaigns' help page adds that the system can use product descriptions, videos and listings to generate ad content.

For affiliate videos, the "About Product GMV Max" page says authorized affiliate videos featuring your selected products are included automatically, provided the video source is set to "Affiliate post". If a video you want does not appear, ask the creator for authorization, or get the video code and select "TikTok post" as the source.

On labelling, affiliate videos featuring products in a GMV Max campaign receive a commercial content label. For the brand's own organic content, TikTok asks the seller to turn on the content disclosure setting to apply the label.

In practice, campaign quality depends on the pool of videos the system can choose from. A shop with few videos, or only still images, gives the system little to test. What the seller can do is produce product videos regularly, ask affiliates to authorize their posts, and brief creators to state prices, promotions and usage correctly, because a video with wrong information will be promoted with the shop's money.

How to measure it

According to the help page, all orders for products promoted in Product GMV Max are attributed to the campaign, including orders from organic content and affiliate orders, and they appear in the GMV Max dashboard in Seller Center. Sales of products not in the campaign are not counted towards GMV Max.

The consequence is that the ROI on the dashboard is a whole-channel view. It does not separate sales caused by ads from sales that would have happened anyway. A shop with strong organic sales may see an ROI that flatters the real return on incremental ad spend. A simple check is to compare total shop sales before and after launching the campaign, in a period without a major promotion distorting the numbers. If dashboard ROI is high but total shop sales barely move, the campaign may be taking credit for sales that were coming regardless.

Track daily ad spend, GMV and ROI; per-video results (excluded videos still show in reporting with the status "Excluded"); and profit after affiliate commissions, coupons and fees, which you have to calculate outside the dashboard. TikTok's blog also says Ads Manager rates campaigns as Good, Fair or Poor, which works as a first signal.

ROI protection

TikTok's help page (updated September 2026) says ROI protection automatically issues ad credits when a campaign's ROI falls below a threshold despite following GMV Max guidelines. It covers campaigns created in Seller Center, the Seller Center mobile app and TikTok Ads Manager from 25 February 2026. A campaign may qualify when its ROI is below 90% of the daily target ROI and it has more than 20 orders that day.

Several cases are not covered: days when campaign products are edited, days a campaign is paused or deleted, campaigns using Max delivery, Creative Boost budgets and LIVE viewer boost budgets, and suspended shops or accounts. In LIVE GMV Max, days with more than two manual ROI target changes are excluded. Check status in the ROI protection column of the campaign list; eligible campaigns show "ROI protected", and history covers the past 60 days. The help page does not list which markets the feature applies in, so Thai sellers should check the column in their own account.

Which shops it suits

TikTok says GMV Max is designed for all TikTok Shop advertisers and that every product can be promoted regardless of its starting GMV or creative volume. Being able to use it does not mean it always pays. Shops likely to do well tend to have:

  • Enough margin to set an ROI target the system can actually find orders for
  • A range of product videos, or affiliates already posting and authorizing their clips
  • Enough stock to handle a fast rise in orders
  • A regular streaming schedule (for LIVE GMV Max)

Shops that should be careful include those with very thin margins, those whose prices change so often that old videos show wrong prices, and brands that need tight control over ad claims, because the system pulls in affiliate videos automatically. Businesses that sell through their own website without a TikTok Shop need other TikTok campaign types instead.

One change to watch: TikTok's GMV Max blog says GMV Max accounts for costs such as affiliate commissions, coupons and referral fees, and TikTok repeated this at Advertising Week on 5 October 2026, so sellers can optimise for an ROI closer to real profit. TikTok's documentation does not say how or when this applies to Thai shops, so check how ROI is calculated in your own Ads Manager before relying on it when setting an ROI target.

GMV Max in the Thai market

Thailand is on the supported-market list for both types. The Product GMV Max guide in Ads Manager (updated June 2026) lists Indonesia, Malaysia, the Philippines, Thailand, Vietnam, Singapore and the United States. The LIVE GMV Max guide (updated March 2026) lists Indonesia, Malaysia, the Philippines, Thailand, Vietnam and Singapore. The condition is that the shop's operating country is a supported market.

For Thai shops selling on several platforms at once, such as TikTok Shop alongside Shopee or Lazada, work out break-even separately per platform, because fees, commissions and promotions differ. An ROI target that pays on Shopee may not pay on TikTok Shop. Allocating budget across channels belongs to your overall ecommerce marketing plan, not to a setting inside one campaign.

On Thai-language creatives, the system uses whatever videos the shop and its affiliates have made. Review clips that mention prices, promotions, or health and beauty claims that could breach ad policy, and exclude them with the filters before raising budget.

GMV Max FAQ

What is GMV Max in one sentence?

GMV Max is TikTok Shop's automated ad campaign that picks products, creatives and placements itself and optimises for the shop's total ROI. It comes in two types: Product GMV Max for products and LIVE GMV Max for streams.

Is TikTok GMV Max available in Thailand?

Yes, Thailand is on the supported-market list for both Product GMV Max and LIVE GMV Max in TikTok's Ads Manager campaign guides. The shop must operate in a supported market and be connected to a Business Center.

What happens to existing VSA and PSA campaigns when I start GMV Max?

The system turns them off automatically. Promoting all products turns off all VSA and PSA ads across all ad accounts; promoting specific products turns off only those products' VSA and PSA ads.

What ROI target should I set?

Start from your own product's break-even, not a market average. Work out profit per unit after costs, fees and commissions, find how much ad cost per unit you can afford, then compare that with the system's recommendation.

Can Shopee GMV Max and TikTok GMV Max replace each other?

No, they are separate products on separate platforms with their own accounts, budgets and reports. A shop selling on both has to set up and measure each one separately.

If your shop is moving from VSA or PSA to GMV Max, or you want a check on whether your ROI target holds up against real margins, the TikTok Ads management team can help structure campaigns, review your creative pool and set up profit-based measurement.
