TikTok Ads vs Facebook Ads: Structure, Targeting, Pixel and Creative Compared

TL;DR

  • TikTok Ads Manager uses Campaign > Ad group > Ad; Meta Ads Manager uses Campaign > Ad set > Ad, and both set audience, placements, budget and schedule at the middle level.
  • A TikTok custom audience needs 1,000 matched users before it can be used in an ad group; Meta allows up to 500 custom audiences per ad account.
  • TikTok deduplicates Pixel and Events API events by a shared event_id within 48 hours; Meta matches event_name plus event_id, or event_name plus external_id or fbp.
  • TikTok's focused view counts at 6 or 15 seconds, while Meta buys views with ThruPlay or 2-second continuous views, so the two view counts are not comparable.

The short answer to how TikTok Ads and Facebook Ads differ: the account structure is almost the same on both (campaign, a middle layer, and ads), but the real differences sit in placements, creative formats, the audience types you can build, and how conversion data gets back into each system. TikTok recommends vertical 9:16 video for its In-Feed ads and offers Spark Ads, which turn organic posts into ads. Facebook Ads, run through Meta Ads Manager, deliver across Facebook, Instagram, Messenger, WhatsApp and Meta Audience Network, with a longer list of custom audience sources.

This article compares only the mechanics each platform documents in its own help center: the TikTok Business Help Center and the Meta Business Help Center. It contains no CPM figures or average costs. Prices in both auctions depend on audience, timing, creative and the objective you choose, so a generic number borrowed from elsewhere cannot stand in for your own account.

Campaign structure: three levels on both, set up in different places

Both systems split an account into three levels. In TikTok Ads Manager they are Campaign, Ad group and Ad. In Meta Ads Manager they are Campaign, Ad set and Ad. The main thing to learn is which setting lives on which level.

Campaign level

On TikTok, the campaign level is where you pick the objective and the campaign budget, which can be daily, lifetime or no limit. One campaign holds multiple ad groups. On Meta, the campaign level is where you choose the ad objective and the buying type, which decides how Meta charges you and how delivery is optimized. Meta says most advertisers use the Auction buying type.

Middle level: ad group vs ad set

The middle level drives delivery on both platforms. A TikTok ad group sets placements, audience, budget and schedule, optimization goal and bidding method. A Meta ad set defines audience, placements, budget (daily or lifetime) and schedule, and every ad inside the same ad set shares those audience, placement, budget and schedule settings.

Ad level

At TikTok's ad level you choose the ad format, upload the video or images, and add text, a call-to-action button, the display name, profile image and tracking. At Meta's ad level you choose the format (single image or video, carousel, or collection), add the creative (images, videos, text, headlines and links) and set the identity, meaning the Facebook Page and Instagram account that represent the business in the ad.

In practice, if you want to test two audiences under one goal, both systems work the same way: one campaign, two middle-level units. Meta's own help center example is a single website traffic campaign with two ad sets split by age range, each carrying its own ads, to see which combination performs better.

Advertising objectives: similar names, different groupings

TikTok groups objectives into three categories. Awareness holds Reach. Consideration holds Traffic, Video views, Community interaction and Branded Mission. Conversion holds App promotion, Lead generation and Sales.

Meta uses six simplified objectives: Awareness, Traffic, Engagement, Leads, App promotion and Sales. Meta maps each one to one or more of its original objectives. Awareness, for example, covers the former Brand awareness, Reach, Video views and Store traffic, and Sales covers Conversions and Catalog sales. In Meta Ads Manager you also choose a conversion location (where you want people to act, such as a website or a messaging app) and a performance goal (the outcome delivery is optimized for).

Video views show the difference clearly. TikTok's Video views objective optimizes for a focused view, counted when someone watches the ad for at least 6 seconds or at least 15 seconds depending on the option you set, or positively interacts with it in its first 6 seconds. Meta moved view buying under Awareness, with a performance goal of ThruPlay or 2-second continuous video views, or under Engagement with the engagement type set to Video views. A "view" is defined differently on each platform from the start, so the two numbers cannot be compared directly.

Messaging is another split. On Meta, if the goal is to get customers to start a chat, you can set the conversion location to Messenger or WhatsApp under Traffic or Sales, to messaging apps under Engagement, or to Messenger under Leads. A business that closes sales in chat can build campaigns around that channel directly.

How audiences and targeting differ

Both platforms set the audience at the middle level, but the data you can build audiences from is not the same.

Basic options

TikTok's ad group targeting categories are demographics, audience, interests & behaviors, and device. Meta's ad set audience covers demographics, interests, behaviours and custom audiences.

Custom audiences

TikTok's custom audience types include Customer File, Engagement, App Activity, Website Traffic, Lead Generation, Business Account Audience and Shop Activity. The key condition: a custom audience needs 1,000 total matched users before it can be used in an ad group. TikTok lists three uses: retargeting people who already interacted, excluding recent customers to avoid wasted spend, and serving as the seed for a lookalike audience to find new prospects.

Meta's list is longer and comes in two groups. The first uses your own business data: Website (tracked via the Meta Pixel), App activity, Catalog, Customer list and Offline activity. The second uses engagement on Meta's platforms: Video, Lead form, Instant Experience, Shopping, Instagram account, Events, Facebook Page and On-Facebook listings. You can create up to 500 custom audiences per ad account, and there is also an exclusion-only type that can only be used to remove people from an audience.

Lookalike audiences

Both systems can build lookalikes from a custom audience. On Meta you pick a percentage range for how closely the new audience should match the source: smaller percentages match more closely, larger ones give a broader audience. Meta also states that lookalikes are limited or unavailable for some ads about financial products and services, employment or housing. If your business is in one of those areas, check the conditions before planning around lookalikes.

Placements: one app vs a network of apps

TikTok's main placement is For You, which also covers Profile, Following, Friends, TikTok Lite, TikTok for Web and Mini Drama Feed. There are also Search Feed and the Search Results Page, and the search results placement is only available for the Sales, Website conversions, Lead generation, Traffic and App promotion objectives. Outside the main app there are placements such as Lemon8, PineDrama and TikTok Ad Network (formerly Pangle), each open only in certain markets.

Meta Ads Manager creates and publishes ads across Facebook, Instagram, Messenger, WhatsApp and Meta Audience Network. Placement examples Meta gives include Facebook Feed, Instagram Stories and Messenger. Meta recommends Advantage+ placements when you use the highest volume bid strategy, because the delivery system looks at opportunities across all placements and picks the cheapest ones to get the lowest average cost overall, not the lowest cost in each placement. Meta therefore warns that a placement with a higher average cost per result than another is not necessarily inefficient, and switching placements off based on per-placement numbers can make the overall result worse.

Which creative suits each platform

The creative differences start with the formats each system offers.

Available ad formats

When you create an ad in TikTok Ads Manager you choose between Single video, Carousel and Collection Ads. A carousel uses several images that people swipe through, and TikTok describes it as an option when you have no video or want to reuse creative from other platforms. On Meta, the ad-level formats are single image or video, carousel and collection.

Spark Ads: organic posts as ads

Spark Ads is a TikTok format that uses organic posts as ads. The post can be from your own account or, with permission, from another creator. Permission is granted through an authorization code whose duration you can set. Views, comments, shares, likes and follows gained from the promotion are attributed to the original post, which is different from an ad built from scratch in Ads Manager.

Practical creative notes

TikTok's In-Feed ad specs recommend vertical 9:16 video and also accept horizontal 16:9 and square 1:1. TikTok publishes safe zone guidance whose size depends on the dimension, the caption length and any extra formats, so check that text and key visuals sit inside it. If you only have still images, both systems support carousels.

How pixel measurement differs

Both platforms use the same model, a browser pixel paired with a server-side API, but the deduplication details differ.

TikTok Pixel and Events API

The TikTok Pixel is code placed on your website that shares website events with TikTok to measure traffic, measure ad performance and optimize campaigns. Data collected includes event details, timestamps, IP address (used for geographic location), user agent and cookies. Third-party cookies are on by default and first-party cookies are optional. TikTok recommends Pixel Helper to check that the data sent contains no sensitive information.

TikTok Events API connects an advertiser's marketing data to TikTok and accepts data from websites, apps, physical stores (offline) and CRMs. TikTok states that Pixel or Events API setup is a prerequisite for the Web Conversions objective, and recommends running both together with event deduplication, because connectivity issues and browser inconsistency can cause conversions reported through the Pixel to be lost.

TikTok's deduplication rule: send the same event_id through both Pixel and Events API for the same event type. The window is 48 hours, and when duplicates are found, the first event received is the one recorded for measurement and reporting.

Meta Pixel and Conversions API

The Meta Pixel is website code that logs events such as adding to cart or purchasing. You see the data in Events Manager and use it to build custom audiences or retarget in Ads Manager. Meta is explicit that prohibited information, such as health, financial or children's data, must not be shared, and that you must not place the Pixel on websites you do not own.

Meta's Conversions API creates a direct connection between data from your server, website platform, app or CRM and Meta's systems. It supports website events, app events, offline conversions and messaging events, and many integrations do not require a developer. Meta deduplicates when the event_name matches and the event_id is identical in both sources, or when the event_name matches along with external_id or fbp.

The practical upshot: if your site runs both platforms, install two separate setups and generate an event_id for every important event from day one so both systems can deduplicate. If you want help building measurement properly from the start, see our TikTok Ads service and Facebook Ads service.

How to compare ad costs and CPM

On which platform is cheaper, no generic figure can replace your own account data. Both are auctions. TikTok states that the TikTok placement supports CPM, oCPM and CPC bidding, and Meta mainly uses the Auction buying type. What you actually pay depends on audience, season, creative and objective.

A fair comparison is cost per result for the same objective, under the same conversion definition, measured in one system, such as orders in your store backend or GA4, not the numbers each platform reports about itself. Each platform has its own attribution windows and counting rules. A low CPM on its own says nothing if the people who see the ad do not buy.

A workable test is equal budgets on both platforms over the same period, the same landing page, and a decision metric agreed in advance. Illustrative example: an online store splits its first month's budget in half, runs a Sales objective on both platforms to the same product page, and decides on cost per order from its backend. That gives an answer that applies to your business.

Should you start with TikTok or Facebook ads?

Start from the assets you already have, not from hype. Four questions help.

  1. Can you produce vertical video consistently? If not, TikTok is harder to start, because its main placement is a video feed, even though carousels exist.
  2. Where do you close sales? If sales happen in chat, Meta offers Messenger and WhatsApp as conversion locations directly.
  3. Do you have enough customer data or web traffic to build custom audiences? TikTok needs 1,000 matched users before an audience is usable, so with a small customer list, expect retargeting to start later.
  4. Do you already have creators or organic posts with strong viewing? If so, Spark Ads let you promote those posts with engagement still counting toward the original.

If questions 1 and 4 are a yes, TikTok is worth testing first. If 2 and 3 are clearer, Facebook is usually the easier starting point.

How to use TikTok Ads and Facebook Ads together

Using both well means letting each platform do what its mechanics are suited to, not running the same ad in both places and hoping.

  • Install the TikTok Pixel and the Meta Pixel on the same website, so each platform receives website events from your site.
  • Use a Meta website custom audience to retarget past visitors, including people who arrived from TikTok ads.
  • Use TikTok Engagement custom audiences to reach people who already watched or interacted with your videos, and build lookalikes from them to find new people.
  • Tag every ad on both platforms with UTMs and read combined results in GA4, so one conversion is not counted twice by two systems.
  • Exclude recent buyers from prospecting campaigns on both sides. TikTok and Meta both support exclusion with custom audiences.

What this means in the Thai market

Three points apply directly to advertising in Thailand. First, placements: TikTok's help center lists Lemon8 and PineDrama as available in the Thai market (along with several other countries), so advertisers in Thailand have more placements to choose from than in some markets. Check in your own account whether your chosen objective supports them.

Second, data collection. Both the TikTok Pixel and the Meta Pixel collect data such as IP addresses and cookies, so websites serving people in Thailand also need to consider consent under the Personal Data Protection Act (PDPA). Meta prohibits sending health or financial data through the Pixel, which matters directly for clinics and financial businesses.

Third, language. Check Thai text in vertical video ads on a real phone before publishing, and keep it inside TikTok's safe zone, so that tone marks and upper or lower vowels are not covered by the app interface in the TikTok feed or in Meta's Reels or Stories.

If you are a small business just starting out, you can begin with the one platform that matches your current assets and expand later. Guidance for new businesses is on our digital marketing for startups page.

FAQ

How do TikTok Ads and Facebook Ads differ in structure?

The structure is nearly identical, with three levels: TikTok uses Campaign, Ad group and Ad, and Meta uses Campaign, Ad set and Ad. Both set the objective at campaign level and the audience, placements, budget and schedule at the middle level.

Which platform has cheaper ads?

There is no fixed answer, because both are auctions and prices depend on audience, creative and objective. The workable method is to test equal budgets over the same period and measure cost per result from your own backend.

Can I use the same video on both platforms?

Yes, as long as it meets each platform's specs. TikTok recommends vertical 9:16 video for In-Feed ads and also accepts horizontal 16:9 and square 1:1, so a vertical cut is the version to start from when you plan to reuse it.

Do I need to install both pixels?

Yes, if you send ads from both platforms to your website, because each system only optimizes on its own data. You should also add TikTok's Events API and Meta's Conversions API and send an event_id so duplicates can be removed.

What are Spark Ads and how do they differ from regular ads?

Spark Ads use your organic posts, or a creator's posts authorized through an authorization code, and the views, comments, shares, likes and follows from the promotion count toward the original post. Ads built from scratch in Ads Manager are not tied to an organic post in this way.
