TikTok published its Q3 2026 product preview on 28 July 2026, and the change with the most immediate effect on media planning is geographic control over TopView. A national TopView campaign can now exclude up to 40% of a country's sub-regions, such as states, cities or designated geographic areas. Advertisers can also book, manage and launch TopView campaigns themselves inside TikTok Ads Manager instead of routing everything through a representative.
The announcement is on the TikTok for Business blog. It is TikTok's third quarterly product preview of 2026 and bundles eight sets of advertising changes covering premium reservation buys, catalog automation, commerce bidding, contextual inventory, generative creative and agent tooling. The TopView items are the ones that change how a reservation buy gets planned, so they are what this piece covers.
TopView geo exclusion and the 40% ceiling
TikTok describes the feature as one that "allows advertisers to run national campaigns while excluding up to 40% of sub-regions, such as states, cities, or designated geographic areas". The stated use cases are regional availability, blackout restrictions and local promotions. It is available globally through an allowlist.
The arithmetic is worth stating plainly because it sets the planning limit. A national TopView buy cannot be trimmed below 60% of a country's sub-regions and still be bought as a national buy. Exclusion handles the case where a minority of the map is a problem: a region where the product is not stocked, an area where a promotion cannot legally run, a market where a partner has exclusivity. It does not handle the case where a minority of the map is the entire plan. If most of the country is irrelevant to you, this is still the wrong instrument.
TopView moves into Ads Manager
"Advertisers can now book, manage, and launch TopView campaigns directly in TikTok Ads Manager," TikTok says. That covers checking real-time inventory, modifying orders and appealing creative rejections. It starts in Q3, in select markets, through advertiser allowlisting, and it requires an Advertising Purchase Agreement.
Self-serve mostly changes the tempo of a premium buy. Checking inventory yourself is faster than emailing to ask, and appealing a rejected asset in the interface removes a round trip during a launch window, which is when a rejected asset hurts most. The Advertising Purchase Agreement requirement means this is a shorter path for advertisers already cleared to buy TopView, not a lower barrier to entry.
TopReach Max Reach and traffic optimization
TikTok also previewed TopReach Max Reach, described as "a new high-impact ad solution that combines TikTok's TopView and TopFeed placements into a single, streamlined buy". It aims at maximising unique reach among users in a selected audience on a given day, and supports age, gender and interest targeting. Availability is by allowlist in select regions.
Separately, TopView Traffic Optimization adds an Optimized Click option at campaign setup, which TikTok says will "drive more high-quality traffic" from TopView campaigns. No performance figures accompany it in the post.
Read the availability line before planning around it
Most of these ship by allowlist to select markets rather than globally, and TikTok publishes no market list in the preview. The post is largely a description of mechanics. It carries almost no performance statistics, which is a departure from TikTok's March and May 2026 announcements.
So there is no basis in this announcement for saying that any of it is live in Thailand, or when it will be. Confirm with your TikTok representative before a plan depends on it. The preview also covers catalog automation and agent tooling, which are separate items from the TopView changes.
What this means for marketers in Thailand
What follows is reasoning about the mechanics, not an availability claim. TikTok has not stated which markets are included, and nothing here should be read as saying the features are open in Thailand.
TopView is a reach-first buy, priced accordingly, and the recurring complaint about reservation formats is that they spend evenly across a country whose demand is not evenly distributed. If your store network, delivery coverage or promotion terms differ by province, exclusion lets you remove the worst-fitting slice of a national buy instead of accepting it as the cost of the format. The 40% ceiling then becomes a planning test rather than a feature detail.
Three checks before it reaches a media plan:
- Count the sub-regions you would want to drop. Past 40%, TopView national is the wrong buy and an auction-based campaign in TikTok Ads will serve the same budget better.
- Where a promotion is restricted by contract or regulation in certain areas, exclusion is a cleaner fix than pulling the whole buy or rewriting the creative.
- Ask your TikTok representative about allowlist status early. Both TopView self-serve and TopReach Max Reach depend on it, and an allowlist is not something you can plan your way around.
The wider pattern across social advertising is that premium formats are getting the controls that auction formats have had for years. Booking without a rep and excluding regions are both catching up to what a media buyer already expects.
